Introduction:

The illegal trade in counterfeit goods – whether by imitating well-known brands, piracy of cinematic films, or software and databases – poses a major threat to the economies of states as well as weakening confidence in markets negatively impacting the concept of international trade liberalization.

Therefore, since the late nineteenth century, the international community has been concerned with protecting intellectual property rights, combating piracy and commercial fraud, and reaching international agreements, the most important of which are the Paris Convention for the Protection of Industrial Property 1883, and the Berne Convention for the Protection of Literary and Artistic Property 1886. The TRIPS Agreement 1995 also represents a turning point in enhancing the protection of intellectual property rights by linking them to international trade.

With the beginning of the Fourth Industrial Revolution in 2015 and the spread of digital technologies and e-commerce, the rates of commercial fraud of all kinds, imitation of trademarks, piracy of software, cinematic films, and databases have increased. This requires a review of the texts of international agreements, and a review of national legislation, in order to enhance its role in combating all types of counterfeiting, protecting trademarks, and combating piracy and commercial fraud.

In light of the above, Egypt-Japan University of Science and Technology – as one of the leading research universities in Egypt – and in cooperation with the Arab Administrative Development Organization – the League of Arab States and the Emirates Intellectual Property Association, decided to hold the Second Arab Intellectual Property Conference entitled "Combating Piracy and Commercial Fraud in the Light of the Fourth Industrial Revolution."
